About CDA Excavation: Excavation in Kootenai County

CDA Excavation is a plain-language guide to excavation and site work in Coeur d'Alene and Kootenai County, Idaho, with the Idaho and county rules that apply to each kind of job.

What CDA Excavation covers

Seven services, each on its own page: clearing, building pads, driveways and access, foundations, utility trenches, drainage and retaining walls. Each page explains what the job is, when people need it, how it usually goes, how to prepare, what affects the cost and which local rules apply.

How a dig goes

A dig runs in four stages: plan, locate, dig and finish. In the plan stage the work is scoped, the property line is found and a permit is sorted out. In the locate stage utilities are marked before ground is broken. The dig covers clearing, pads, trenches, foundations or driveways. The finish covers backfill, grading, drainage and cleanup.

Where the rules come from

Contractor registration comes from the Idaho Division of Occupational and Professional Licenses (DOPL). The 811 notice rules come from Idaho Code 55-2205. Permit rules come from Kootenai County and the cities inside it. Population figures come from Census Bureau estimates published by the Idaho Transportation Department.

Why this site exists

Kootenai County is growing, and the rules for a dig, such as contractor registration, 811 and county permits, are easy to miss. This site collects them in plain language and names the public sources.
