How an excavation job runs, step by step

  1. Site visit and scope. The lot, the property line, access and the work are walked and written down.
  2. Permits. The site disturbance permit question is settled, along with any building, shoreline or state approvals.
  3. 811 pre-mark and notice. The path is marked in white paint and notice goes in before ground is broken.
  4. Dig. Clearing, pads, trenches, foundations or driveways are completed to the plan.
  5. Finish and stabilize. Backfill, grading, drainage and erosion control close out the job.

How 811 works in Idaho

Before digging, an Idaho excavator pre-marks the path of excavation with white paint (unless a locate ticket or a meeting with the facility owner covers it) and gives notice through the one-number notification service not less than two business days and not more than ten business days before the planned start (Idaho Code 55-2205). The facility owner locates and marks, and must respond within two business days or before the start time in the notice.

Choosing an excavation contractor in Idaho

Idaho law counts excavating as construction and requires contractors to register with the Idaho Contractors Board at the Division of Occupational and Professional Licenses, except for some small jobs (Idaho Code 54-5203 and 54-5205). Search the company on the division's public search before agreeing to a price.

Common questions

Do I need a permit to excavate in Kootenai County?

Usually, outside city limits. The county requires a site disturbance permit for new driveways, excavation for structures and other excavation and grading, with exemptions such as less than 50 cubic yards in any 12-month period outside a stream buffer or shoreline area.

Which office issues the permit?

Inside a city, the city's building or planning office. Outside city limits, Kootenai County Community Development.

Who do I call before digging in North Idaho?

The 811 one-number notification service. Idaho law has the excavator pre-mark the path and give notice two to ten business days before digging.

Do contractors need to be registered in Idaho?

Yes. Idaho counts excavating as construction and requires registration with the Idaho Contractors Board, with exemptions such as certain small projects priced under $2,000.

Do I need a state stormwater permit?

If a project disturbs one acre or more, or is part of a larger plan that does, and discharges stormwater, Idaho DEQ's construction general permit applies.

Is the lake shore different?

Yes. The county sets a 25-foot shoreline management area landward of the ordinary high water mark of recognized lakes, and docks or shoreline stabilization on a navigable lake need an Idaho Department of Lands encroachment permit.

What should an excavation quote list?

The scope, hourly rate or fixed price, minimum charges, hauling and fill, who handles permits and 811, and the contractor's Idaho registration number.
